Safeguards Licencing at Nuclear Facilities in the UAE
There are several steps to licensing. In advance of the main steps of Site Selection/Preparation, Construction and Operation, there may be requirements for additional licensing (e.g. small quantities of nuclear material and early delivery of fresh fuel). Ensure licensing plan is aligned across the 3S’s.
International Safeguards requirements have been taken into account early in the design and construction of Barakah Nuclear Power Plant (BNPP) allowing the UAE to successfully implement the concept of Safeguards by Design (SBD).
For example, the proper planning (with the IAEA support) and installation of C/S systems allowed Safeguards activities to be carried out with minimal disruption.
Decide early who will pay for what in the C/S implementation, and think ahead on what maintenance is needed and what wastes may be generated.
Annual Licensee Performance Assessment (LPA) provide for more focused inspections as the NPP moves into operations.
