2. Safeguards-by-design is iterative, starting when the proposed functions of a facility are being defined
3. Always ways to provide a safeguards and security perspective in this design phase
   • For facilities involving government, consider being involved in the assessment of the business case
   • For private facilities, if you offer advice, business will listen
4. In ensuring safeguards and security, consider all aspects:
   • Material used and/or produced, and equipment present
   • Technical measures
   • Inspection activities
