About Us


Introduction

The Asia Pacific Safeguards Network (APSN) is a professional network that leverages safeguards expertise in the Asia-Pacific region to facilitate the exchange of information, knowledge and practical experiences on safeguards among member countries to strengthen safeguards capacity in the region. As of 1 September 2023, APSN is composed of 16 member countries including 4 Steering Committee members (Australia, Japan, Republic of Korea, and Indonesia). The objectives of APSN are to improve the quality, effectiveness and efficiency of safeguards implementation in the Asia-Pacific region, by:
     1.    supporting the building and sustainability of national nuclear safeguards capability;
     2.    promoting regional cooperation in appropriate nuclear safeguards application and practices;
     3.    facilitating the coordination and provision of nuclear safeguards technical assistance;
     4.    providing a forum for the sharing of appropriate knowledge on nuclear safeguards; and
     5.    developing a network of national nuclear safeguards practitioners in the region.

Profile of the APSN





Working Group

The APSN consists of 5 Working Groups (WG's) to facilitate activities in APSN, namely:

  1. WG 1 (facilitated by Australia): Safeguards infrastructure implementation and awareness (2009 – current),
  2. WG 2 (facilitatedby Japan): Capacity building (2009 – current),
  3. WG 3 (facilitated by USA): IT Support, communication, and information (2009 – current),
  4. WG 4 (facilitated by Indonesia): Model safeguards and security legislation (2009 – 2017), Safeguards by Design (2018 – current),
  5. WG 5 (facilitated by Republic of Korea): Physical Protection in Support of Nuclear Safeguards (2009 – current).

Statement of Principles

State of Principle (SOP) is a document used as a guideline in administering the APSN. The SOP was first formed on 16 April 2009, before the APSN was commenced on 1 October 2009. In the 14th APSN meeting in 2023, the SOP was revised to accommodate the functions and duties of the steering committee and membership from countries outside the Asia Pacific region.
