The APSN was formally commenced in 1 October 2009. The early concept of this network pioneered in 2002, driven by Australia, Indonesia, Korea and Japan in developing greater regional safeguards association in the Asia Pacific region. The development of this regional association was initially proposed by Australia by seeking support in the APEC (Asia-Pacific Economic Cooperation) forum. In 2006, the APEC Energy Working Group and APEC Ministers supported the proposal by holding two workshops to discuss the concept of cooperation further.
The first meeting was held on 26-27 June 2007 in Sydney, chaired by John Carlson, the Director General of the Australian Safeguards and Non-Proliferation Office (ASNO) and co-chaired by Mr Sukarman Aminjoyo, the Chairman of the Indonesian Nuclear Regulatory Agency, Bapeten. The meeting drew together 38 participants – 36 from agencies and departments involved with safeguards in 13 countries and Taiwan, China, and two from the IAEA’s Safeguards Department.
The second meeting was held in Seoul on 15-16 April 2009, chaired by John Carlson and Mr Hun-gyu Lee, the President of KINAC (Korea Institute of Nuclear Nonproliferation and Control). This meeting was attended by 11 countries, namely Australia, Canada, China, Indonesia, Japan, Korea, Malaysia, Singapore, Thailand, Vietnam and America, as well as representatives from the IAEA. One of the results of this meeting was the agreement that the establishment of the Asia Pacific Safeguards organization would not be in an association, but rather in the form of a network, thus the name APSA was changed to APSN (Asia Pacific Safeguards Network). In this meeting, the State of Principles (SOP) was also established as a guideline for administrate APSN.
In 1 October 2009, the APSN was formally commenced. The Director General of ASNO, John Carlson, was appointed first Chair of APSN, and ASNO will provide the Secretariat for APSN. At the 14th Annual Meeting, the SOP was revised to reflect current conditions regarding APSN chairmanship and member status within APSN.
